PRESTON AND DISTRICT YOUNG VETS
CROWN GREEN BOWLING LEAGUE
CONSTITUTION AND RULES

 

  1. (TITLE) The League shall be known as the Preston and District Young Vets Crown Green Bowling League.
     
  2. (OBJECT) To promote and organise the sport of Crown Green Bowling among affiliated teams from Preston and the surrounding districts.
     
  3. (COMPOSITION) The League shall consist of affiliated teams to play on Tuesday afternoons in one or more Divisions dependant on the number of teams.
     
  4. (SUBSCRIPTION) Affiliated teams shall pay an annual subscription to be decided Annually by the Council Delegates at the A.G.M.
     
  5. (MANAGEMENT) The Management of the League shall be vested of Delegates consisting of one Delegate from each team plus Officers.
     
  6. (OFFICERS) The Officers shall be CHAIRMAN; SECRETARY; TREASURER and RESULTS SECRETARY. To be elected at an A.G.M. meeting. All Officers shall retire at the A.G.M. They may be available for re-election. Nominations for Office shall be made at the A.G.M. Any vacancies for Officers shall be filled from the Council of Delegates.
     
  7. (THE SECRETARY) Shall call all meetings and record the minutes such meetings. He shall deal with all correspondence and keep books to his offices.
     
  8. (THE TREASURER) Shall receive all monies belonging to the League and deposit the same in the bank nominated by the Council. He shall be responsible for all payments and keep and prepare the accounts for the A.G.M. All withdrawals shall be by cheque and be signed by THE TREASURER; THE CHAIRMAN or THE SECRETARY, (any two).
     
  9. (ANNUAL GENERAL MEETING) The A.G.M. shall be held in January each year, the agenda for the A.G.M. shall be Executive Reports; Balance Sheets; Election of Officers; Notices of Motions; Honoraria. Notices of Motions shall be proposed and seconded by two affiliated clubs. Election of President and President Elect shall be by the Council of Delegates at the A.G.M.
     
  10. (PROCEDURE AT A.G.M.) All registered players may attend. Only one representative from each team plus Executive Officers may vote. The Chairman will have the casting vote.
     
  11. (COUNCIL MEETINGS) The Council shall meet each month or on requisition of a Quorum of at least Five Council Members. Each Delegate plus the Executive shall have one vote, the Chairman will have the casting vote.
     
  12. (TROPHIES) Any large trophies awarded by the League shall remain the property of the League. If any damage or loss occurs, the holding club shall be responsible for the cost of repair or replacement of the said Trophy.
     
  13. (DISSOLUTION OF THE LEAGUE) May only be made at a General Meeting and must be carried by a Two Thirds Majority of the Members present.
     
  14. All games to be played under the Rules of the BRITISH CROWN GREEN BOWLING ASSOCIATION.

THE BYE LAWS

  1. The closing date for Registration and Transfer of players will be the 1st of June each year. Players may only play for one team but must be registered seven days prior to playing. At any other time the Executive Committee will discuss and decide the registration or transfer. The penalty for teams playing unregistered or ineligible players in League or Cup games will be a 21-0 win for the opponent and a £5 fine for the offending team on each occasion.
     
  2. Registration is open to men of 45 years of age or over at the start of the season.
     
  3. Each team will play all other teams in the Division at home and away. After totalling the aggregate scores of each team, points will be awarded as follows:-
     
    1. 1 point for each Individual Win
    2. 2 points for a Home Win
    3. 3 points for an Away Win
    4. 1 point for a Home Draw
    5. 2 points for an Away Draw
       
  4. Each Captain will number his players from 1-8 which will be the order of play. Players will be paired using this method.
     
  5. Any names player unavailable at the start of the second half of the match will be declared absent and replaced with a substitute. In the event of a team being short of players, the opposition will record a score of 21-0 in respect of each absent player. This will be recorded as 21-10 for Merit purposes.
     
  6. No team will be allowed to complete a League or Cup Match with less than six players, even if the match has started. The match must be rearranged and completed within 21 days. Any team unable to fulfil a fixture due to any reasonable circumstances must arrange with the opposing team to complete the match within 21 days.
     
  7. The Home Captain is responsible for informing the Results Secretary of the match result, either by telephone or email as soon as possible after the match. In all cases the Result Card shall be posted to the Results Secretary as soon as possible.
     
  8. In the event of a match being abandoned, the two Captains shall agree a date for the match to be completed. This date should be within 21 days of the original date with all the scores being carried forward from the stage that the match was abandoned.
     
  9. The Home team shall practice until 15 minutes before the start of the match. The visiting team shall have the use of the green for the final 15 minutes before the match begins. The visiting Captain may practice with the Home team but for no longer than 15 minutes.
     
  10. Standard Jacks as approved by the B.C.G.B.A. must be used in all League games and competitions, and must be available to players to practice with. The visiting team shall lead the jack in all games.

TEAM KNOCK-OUT RULES

  1. Matches will be played on neutral greens, with aggregate scores deciding the result. If the match is tied, the team with the most winners will win the match. If the aggregate scores and wins are equal, the match will be replayed.
     
  2. In matches played on neutral greens, the jack shall be lead alternately. The Captains to choose odd or even jack at the toss of a coin before the match commences.
     
  3. Players will not be allowed to participate in the Semi-Final or Final of Cup competitions, nor any Play-Off for promotion or relegation unless they have played a minimum of THREE League or Cup matches in the current season.

GENERAL RULES

  1. For Promotion and Relegation purposes where teams have equal points, a Play-Off will take place on a neutral green as in Bye-Laws 11 and 12 above.
     
  2. In all cases of dispute during matches, the respective Captains or nominees shall act as Referees. Any other disputes that arise should be sent in writing to the Secretary and discussed at the following Council of Delegates meeting. Their decision will be final.
     
  3. Teams or players not attending the Annual Presentation Evening will forfeit any prize monies won, unless through unavoidable circumstances which should be made known to the Committee prior to the night. Any non-attendance will be discussed at the following Council of Delegates meeting.
     
  4. All teams MUST be represented at Official League Meetings. Failure to do so MAY incur a fine of £3 with a further penalty of £5 for any consecutive occasions.
     
  5. Any transgressions of these Bye-Laws will be discussed by the Executive Officers and the Council of Delegates whose decision will be final.
